LONG DESCRIPTION: On November 3, 2022, the Public Utility Commission of Texas named Electric Reliability Council of Texas, Inc. (ERCOT) the Reliability Monitor (ERM) defined in 16 Texas Administrative Code §25.503(k) and (l). ERCOT Planning Guide Revision Request-085 (effective March 1, 2021) and ERCOT Planning Guide Section 5.5(3)(b)(ii), required Resource Entities for Generation Resources and Energy Storage Resources in-service before March 1, 2021, to provide ERCOT with a plant verification report on or before March 1, 2023, as required by paragraph (5)(b) of Planning Guide Section 6.2. The ERM is conducting an incident review to determine whether Market Participants complied with that requirement.
