SHORT DESCRIPTION: Reminder - Flight LPL0423, the second Test Flight of 2023, will be reserved ONLY for existing REPs to test with Lubbock Power & Light for the transition to retail competition. Retail Market Qualification Testing (Flight LPL0423) begins March 14, 2023, with a registration deadline of March 8, 2023.

INTENDED AUDIENCE: Competitive Retailers (CRs) and Transmission Distribution Service Providers (TDSPs)

DAYS AFFECTED: February 3, 2023 - June 23, 2023

LONG DESCRIPTION: Flight LPL0423, the second Test Flight of 2023, will be reserved ONLY for existing REPs to test with Lubbock Power & Light for the transition to retail competition. Retail Market Qualification Testing (Flight LPL0423) begins March 14, 2023, with a registration deadline of March 8, 2023.

Any REPs that are not currently qualified in the ERCOT retail Market that intend to test with Lubbock Power & Light in Flight LPL0423 will need to qualify in Flight 0223. The next opportunity to enter the Lubbock Power and Light territory for new REPs that do not complete qualification in Flight 0223 will be Flight 1023.

Registration for this Flight will be completed in the FlighTrak system. It is imperative that any REP that does not have a FlighTrak login, and wishes to test in the Lubbock territory, submit a FlighTrak Administrator Form to [log in to unmask] as soon as possible. This form can be found at https://www.ercot.com/services/rq/lse/trt and must be submitted by the AR(Authorized Representative) or BAR(Backup Authorized Representative.

Testing is required for:

• existing Market Participants intending to enter the new service territory for Lubbock Power & Light
