SHORT DESCRIPTION: ECRS Market Qualification Deadline

LONG DESCRIPTION: All Qualified Scheduling Entities (QSEs) that intend to qualify to provide ERCOT Contingency Reserve Service (ECRS) beginning on the first Operating Day for this service on June 10, 2023 are requested to submit the attached ECRS Provisional Qualification Request Form to ERCOT on or before April 14, 2023.

As discussed at the Technical Advisory Committee (TAC) and the April 3, 2023 ECRS Market Readiness and Qualification Workshop, ERCOT is defining a path for pre-qualifying the QSEs and Resources that intend to provide ECRS beginning on the first Operating Day after implementation, which is June 10, 2023. As such, ERCOT seeks to identify QSEs and Resources that plan to qualify in order for ERCOT to coordinate testing and qualification activities with those QSEs and Resources. As discussed at the workshop, ERCOT will consider leveraging existing Resource performance and qualification statuses to qualify or provisionally qualify QSE-submitted Resources before go-live.

ERCOT requests that QSEs complete the attached form and send back to ERCOT by April 14, 2023. ERCOT will not publicly disclose individual qualification information submitted by the QSE. ERCOT will track and report the amount of ECRS qualified in aggregate total Megawatts until the maximum hourly ECRS requirement is met.

The attached form should be completed and submitted to [log in to unmask] by the QSE Authorized Representative (or back-up representative). Each QSE has the option of consolidating its sub-QSEs into the same form if they share a common operations control system that interfaces to ERCOT.
