SHORT DESCRIPTION: Implementation Details of NPRR1154

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED: October 6, 2023 and thereafter

LONG DESCRIPTION: On October 6, 2023, Protocol language associated with Nodal Protocol Revision Request (NPRR) 1154, Include Alternate Resource in the Availability Plan for the Firm Fuel Supply Service, will be implemented. The first Operating Day to utilize the Settlement-related changes for NPRR1154 will be November 15, 2023.

NPRR1154 updates language to allow for a qualified alternate Resource to be considered in the calculation of the availability reduction factor for the Firm Fuel Supply Service Resource (FFSSR).

NPRR1154 introduces the following Settlement-related changes to the Protocols:

Section 3.14.5, Firm Fuel Supply Service – Establishes the use of an alternate Resource, previously approved by ERCOT, to replace a Firm Fuel Supply Service Resource (FFSSR).
Section 6.6.14.2, Firm Fuel Supply Service Hourly Standby Fee Payment and Fuel Replacement Cost Recovery – Revises the calculation of Firm Fuel Supply Service Hourly Rolling Equivalent Availability (FFSSHREAF) to include consideration of an Alternate Resource’s Availability Plan, and creates a new equation to calculate the Firm Fuel Supply Service Award Amount (FFSSAWARD).

ACTION REQUIRED: Impacted Market Participants should implement changes to their shadow Settlement systems to incorporate the Protocol revisions made by NPRR1154.

ADDITIONAL INFORMATION: Pursuant to paragraph (2) of Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to the NPRR's implementation.
