SHORT DESCRIPTION: Corrections and Additional Detail re ERCOT’s Winter 2023-24 Capacity Risk Scarcity Assessment and RFP for Capacity During Winter 2023-24

LONG DESCRIPTION: On Monday, October 2, 2023, ERCOT issued a Market Notice announcing a request for proposals (RFP) to contract with ERCOT for capacity pursuant to Paragraph (4)(a) of Protocols § 6.5.1.1, ERCOT Control Area Authority.  The Market Notice included a list of Generation Resources that could potentially provide qualifying capacity under the RFP.  The Winter Sustained Capability rating for one of the decommissioned, dispatchable Generation Resources that was identified is corrected as follows:

Additionally, attached to this Market Notice was a Winter 2023-24 Capacity Risk Scarcity Assessment (“Winter Assessment”) providing more detail regarding ERCOT’s analysis of winter reliability risk in support of the RFP.  

Following the issuance of this Market Notice, ERCOT determined that the table in the Winter Assessment summarizing expected unserved energy (EUE) values under different modeled scenarios included some incorrect data.  Specifically, the EUE values for the two scenarios illustrating the addition of 3500 MW of RFP Capacity and 4000 MW of RFP Capacity in the “Results Summary” table on page 5 were transposed.  ERCOT has corrected this error in the attached revised version of the Winter Assessment. 

ERCOT has also determined that the original Winter Assessment did not include a table illustrating the probabilities for substantial amounts of firm load shed under the scenario that assumed a procurement of 2,000 MW of RFP capacity, while it did provide that information for other studied scenarios.  The attached revised version adds that information for the 2,000 MW procurement scenario on page 3. 

These changes do not impact the findings in the base scenario of the assessment that informed ERCOT’s issuance of the RFP and the desired procurement amount.

Also, after issuance of the Market Notice, ERCOT posted the RFP and associated Governing Document on the ERCOT RFP webpage at https://www.ercot.com/about/procurement/rfp.  ERCOT has been notified that some interested persons were unable to open attachments embedded in the RFP.  Therefore, for ease of access, ERCOT has separately posted the RFP attachments at the same RFP webpage linked above.
