SHORT DESCRIPTION: Implementation Details of NPRR1139, NPRR1149, and NPRR1196 (Settlement-Related)

LONG DESCRIPTION: On June 28, 2024, Protocol language associated with Nodal Protocol Revision Request (NPRR) 1139, Adjustments to Capacity Shortfall Ratio Share for IRRs, NPRR1149, Implementation of Systematic Ancillary Service Failed Quantity Charges, and NPRR1196, Correction of NCLR Ancillary Service Failed Quantity Calculations under NPRR1149, will be implemented.

NPRR1139 introduces the following Settlement-related changes to the Protocols:

5.7.4.1(1), RUC Capacity-Short Charge – Minor revision to change "HSL" to "RUCHSL" in a formula variable to match the data value in the Settlement extracts.

5.7.4.1.1(1), Capacity Shortfall Ratio Share – Revision to the calculation of available capacity (HASLSNAP) for an IRR to be the lesser of the HSL value as reflected in the COP and the Wind-powered Generation Resource Production Potential (WGRPP) for a Wind-powered Generation Resource (WGR), or the PhotoVoltaic Generation Resource Production Potential (PVGRPP) for a PhotoVoltaic Generation Resource (PVGR), at the time of the RUC execution.

NPRR1149 introduces the following Settlement-related changes to the Protocols:

6.7.3, Charges for a Failure to Provide – This section details the new methodology for calculating charges related to a Failure to Provide. After the completion of the Operating Hour, comparisons will be made between the Ancillary Service (AS) Supply Responsibility and the Real-Time telemetry. The calculation now includes averaging the sum of the Real-Time On-Line Reliability Deployment Price and the Real-Time Reserve Price for On-Line Reserves. This average will be used in determining the maximum price. For each Qualified Scheduling Entity (QSE), the maximum price will be applied to the total of the AS Failure Quantity and the Telemetered AS Failure Quantity.

NPRR1196 makes corrections and updates to equations within Section 6.7.3 used to determine Ancillary Service Failed Quantity calculations for Load Resources other than Controllable Load Resources (“NCLRs”) which were developed under NPRR1149.

ACTION REQUIRED: Impacted Market Participants should implement changes to their shadow Settlement systems to incorporate the Protocol revisions made by NPRR1139, NPRR1149, and NPRR1196.

ADDITIONAL INFORMATION: Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
