SHORT DESCRIPTION: Implementation Details of NPRR1217, Remove Verbal Dispatch Instruction (VDI) Requirement for Deployment and Recall of Load Resources and Emergency Response Service (ERS) Resources
INTENDED AUDIENCE: QSEs representing ERS Resources and Load Resources that are not Controllable Load Resources
DAYS AFFECTED: October 1, 2024, and December 1, 2024
LONG DESCRIPTION: On October 1, 2024, Nodal Protocol Revision Request (NPRR) 1217, Remove Verbal Dispatch Instruction (VDI) Requirement for Deployment and Recall of Load Resources and Emergency Response Service (ERS) Resources, became effective after Public Utility Commission of Texas (PUCT) approval.
ERCOT will continue to issue both an Extensible Markup Language (XML) message and a VDI to Qualified Scheduling Entities (QSEs) for the deployment of ERS Resources and Load Resources that are not Controllable Load Resources (CLRs) during emergency conditions if they arise during the months of October and November 2024. During these two months, the VDI should be treated as for informational purposes only. The deployment time noted within the ERCOT XML message will be the official start time of the instruction to be used for performance evaluation. The VDI time will not be used.
Beginning on December 1, 2024, Load Resources and ERS Resources will be deployed using an XML messaging instruction only. QSEs should ensure that they are prepared to receive and operate based on solely the XML deployment messages.
ADDITIONAL INFORMATION: NPRR1217 and associated documents can be found on the ERCOT website.
