SHORT DESCRIPTION: Notification of Suspension of Operations for Luminant Generation Company LLC, Monticello Units 1 and 2 rescinded
INTENDED AUDIENCE: ERCOT Market Participants

LONG DESCRIPTION: On October 3, 2011, Luminant Energy Company LLC (Luminant) submitted a Notification of Suspension of Operations (NSO) for Monticello Units 1 and 2, to be effective January 1, 2012. Luminant explained that the NSO was being submitted due to limitations on the units' operations related to the Environmental Protection Agency's Cross-State Air Pollution Rule (CSAPR). However, on December 30, 2011, the U.S. Court of Appeals for the D.C. Circuit issued an order granting a stay of CSAPR. After receiving notice of the court's order, Luminant promptly notified ERCOT that it would rescind its NSO for Monticello Units 1 and 2.
Because ERCOT received notice that Luminant rescinded the NSO before the NSO's effective date, Monticello Units 1 and 2 were never placed on mothballed status, and Luminant will therefore not be required to submit a Notification of Change of Generation Resource Designation.
ADDITIONAL INFORMATION: Associated documents for the October 2011 NSO are posted on the Market Information System (MIS) Secure Area on the Grid/Generation page at https://mis.ercot.com/pps/tibco/mis/Pages/Grid+Information/Generation. An ERCOT digital certificate is required to access the MIS.
