NOTICE TYPE:  M-A030918-01 Operations
SHORT DESCRIPTION:  Certain transformers being secured in the Day-Ahead Market (DAM) and Congestion Revenue Right (CRR) Auctions
INTENDED AUDIENCE: ERCOT Market Participants
DAYS AFFECTED:  March 9, 2018, forward
LONG DESCRIPTION:  The attached transformers have been secured in the DAM, starting March 9, 2018 for Operating Day March 10, 2018. Previously, these transformers were labeled "monitor only." With these transformers secured, it is possible for there to be binding constraints on that equipment. Similarly, all future CRR Network Models, starting with the 2018.2nd6.AnnualAuction.Seq1 CRR Network Model, will also secure these transformers in order to stay in alignment with the DAM. ERCOT has been experiencing DAM publishing delays that can be attributed to power flow divergence at certain Resource Nodes that are located on the low side of generator step-up transformers that are currently set to "monitor only" in the DAM. ERCOT has identified that securing the noted transformers resolves the situations that resulted in the recent delays.
ADDITIONAL INFORMATION:  The publishing delay issue was discussed at the January 31, 2018 Wholesale Market Subcommittee (WMS) meeting under agenda item 4. There is additional transmission equipment that would need to be secured to guard against future delays, but the status of these cannot be modified without a change to the Other Binding Document Procedure for Identifying Resource Nodes<http://www.ercot.com/content/wcm/lists/92931/Procedure_for_Identifying_Resource_Nodes_090117.doc>. ERCOT may seek this change in the stakeholder process.
