SHORT DESCRIPTION: Withdrawal of Request to add SAPS-Shrew-Menard as a West to North CRE

LONG DESCRIPTION: ERCOT has re-evaluated the impact of the Pre-contingency Action Plan (PCAP) and the updated re-configuration of the SAPS-Menard area and has decided to withdraw its request for SAPS-Shrew-Menard as a West to North CRE.
