SHORT DESCRIPTION:  Changes to CRR Activity Calendar associated with NPRR586
INTENDED AUDIENCE:  CRR Account Holders and Counter-Parties
DAY AFFECTED:  April 25, 2014
LONG DESCRIPTION:  Nodal Protocol Revision Request (NPRR) 586, Align Credit Lock for CRR Auctions with Transaction Submission Deadline, which was approved by the ERCOT Board on April 8, 2014, aligns the deadline for Counter-Parties to allocate credit for a Congestion Revenue Right (CRR) Auction with the transaction submission deadline for that CRR Auction. This date alignment has resulted in necessary updates to the CRR Activity Calendar.
ERCOT anticipates that NPRR586 will be implemented with Release 5 in September 2014. However, because Protocol Section 7.5.1(4)(iii) requires that the activity dates for the upcoming CRR Long-Term Auction Sequence this fall have to be approved in their final form by the Technical Advisory Committee (TAC) no later than May 1, ERCOT updated the current CRR Activity Calendar with a grey-box column to display the alignment of the credit and transaction submission dates. This grey-box column will not be effective until NPRR586 is implemented later this year.
TAC approved this grey-box version of the CRR Activity Calendar on April 24, 2014, and ERCOT has posted this update. A follow-up Market Notice will be sent to provide the actual effective date of the grey-box language, which will be determined by the implementation of NPRR586. Note that until the grey-box dates are effective, Counter-Parties must lock credit for each CRR Auction according to the dates displayed in column F (Credit Lock Date 5:00pm), as is the current practice.
Column E (Post Path Specific Adders Report) was also added to the calendar to display the dates on which ERCOT will post the Path Specific Adders Reports, which were introduced with NPRR484, Revisions to Congestion Revenue Rights Credit Calculations and Payments. ERCOT has been posting these reports since October 2013, but the dates were not previously displayed in the calendar.
