SHORT DESCRIPTION:  Preparations for Hurricane Ike

INTENDED AUDIENCE:  QSEs and Resource Entities

DAY AFFECTED:  September 11, 2008

LONG DESCRIPTION:  Normal Market Operations will be maintained until
further notice.

  

ERCOT reminds QSEs of the following:

 

*	It is important that QSEs follow schedules and deployments
unless instructed otherwise by an ERCOT operator.

 

*	ERCOT requests QSEs make every attempt to keep Resource Plans,
schedules, and bids up to date.

 

*	If normally operating resources will be offline and or
unavailable we ask that you notify ERCOT operators. 

 

*	If the API is down, QSEs should use the Texas Market Link web
portal  (https://tml.ercot.com <https://tml.ercot.com/> ).

 

*	If the QSEs are unable to utilize the web portal, QSEs should
notify ERCOT help desk.  If there are changes QSEs need to perform which
have significant operational impacts, the QSE should also notify the
ERCOT operator.  If the ERCOT system operator cannot be reached, call
the client service hotline, 512-248-3900 (Option 1). This hotline will
be monitored by ERCOT personnel on a 24/7 basis.  For technical issue,
please contact the ERCOT Helpdesk at 512-248-6800.

 

*	For non system operations questions or concerns, such as those
regarding settlement matters, please do not call the ERCOT operator or
help desk.  QSEs may call the client service hotline, 512-248-3900
(Option 1). This hotline will be monitored by ERCOT personnel on a 24/7
basis.

 

*	QSEs are asked to bid in all the DBES and UBES they have
available.  This will maximize the chances of keeping the market
operating.  DBES is particularly important when the storm makes landfall
and there is a rapid loss of load.  UBES will be important during
recovery.

 

*	QSEs should be prepared to take generators offline rapidly if
ERCOT instructs them to do so.

 

*	If there is difficulty with maintaining functional market
operation, ERCOT may Suspend (or ask QSEs to Ignore) Balancing Energy
Deployments (e.g. Hold interval indefinitely), and follow only ERCOT
Command and control e.g. OOME, VDI (resource or fleet). 

 

*	If ERCOT holds an interval, QSEs should follow schedule, hold
balancing amount from last good interval

 

*	In the case of loss of communications between ERCOT and the QSE
or between the QSE and its generators, QSEs and Generators should follow
the Constant Frequency Operating Guide (see attached).
