SHORT DESCRIPTION:  ERCOT will implemented two new CREs on Operating Day
August 29, 2008.  Two additional CREs will be implemented as part of the
October TCR Auction. 
INTENDED AUDIENCE:  Market Participants
DAY AFFECTED:  Operation Day August 29, 2008
LONG DESCRIPTION:  Protocol Section 7.2.3, Determining Closely Related
Elements (CREs), provides that ERCOT staff may propose modifications to
the list of CREs and shall present modifications to TAC for approval; if
TAC takes no action within seven days, the proposed modification shall
be deemed approved.  
On August 22, 2008, ERCOT proposed modifications to the list of CREs to
TAC.  Per the ERCOT Bylaws and TAC procedures, an act of TAC requires
affirmative votes of 67% of the eligible Representatives of TAC.  The
email vote of the TAC on the ERCOT CRE proposal failed to receive the
prerequisite number of votes to be declared an act of TAC.  Therefore,
TAC took no action on the proposed CRE modifications, and ERCOT
implemented the following change on Operating Day August 29, 2008:
*        Replace current WN and NW CRE, Sweetwater to Graham, with two
new CREs (Sweetwater - Long Creek and Long Creek - Graham) 
 
The October TCR Auction taking place September 9 - 11, 2008, will
contain this additional change:
 
*        Replace current CRE, Graham to Long Creek, with two new CREs
(Graham - Cook Field and Cook Field - Long Creek) 
 
ADDITIONAL INFORMATION:  The Cook Field station is currently scheduled
to be energized in mid-October 2008.  A market notice describing the
operational impacts will be issued closer to the time of its actual
in-service.
