SHORT DESCRIPTION:  Notification of Emission Price Changes
INTENDED AUDIENCE:  ERCOT Market Participants
DAY AFFECTED:  January 1, 2015
LONG DESCRIPTION:  The Environmental Protection Agency (EPA) enacted the Cross-State Air Pollution Rule (CSAPR) to take effect on January 1, 2015. Given that Generators are now required to purchase emission credits based on CSAPR and compliance requirements for the Clean Air Interstate Rule (CAIR) will conclude on March 2, 2015, ERCOT has discontinued the use of the CAIR emission prices for Sulfur Dioxide (SO2) and NOx. As of January 1, 2015, ERCOT is now using the CSAPR emissions prices for SO2 and NOx from the Argus Air Daily publication for use in the calculation of the Resource's Operation and Maintenance (O&M) costs.
ADDITIONAL INFORMATION:  ERCOT has verbally informed the Resource Cost Working Group (RCWG) on December 15, 2014 and the Wholesale Market Subcommittee (WMS) on January 7, 2015 of its intent to use the CSAPR pricing as of January 1, 2015.
