SHORT DESCRIPTION:  Texas Regional Entity Opens Public Comment Period
for the "Provision to Give ERCOT ISO a Vote in the Regional Standard
Development Process"

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  November 1, 2008

LONG DESCRIPTION:  Texas Regional Entity (Texas RE) will open for public
comment the "Provision to Give ERCOT ISO a Vote in the Regional Standard
Development Process" on Saturday, November 1, 2008.  The ERCOT
independent system operator (ISO), at present, is not authorized (1) to
be a voting member of the Reliability Standards Committee or the Texas
RE  Registered Ballot Body, or (2) to vote on actions thereof involving
regional reliability standards. 

This proposed standard will revise the Texas RE Standards Development
Process to include the ERCOT ISO as a voting member of the Registered
Ballot Body and the Reliability Standards Committee compatible with the
voting status of the other established market segment membership.

ACTION REQUIRED:  To comment on this standard process change, please
visit the Texas RE Reliability Standards Tracking
<http://trackstandard.texasre.org/>  site and view the associated
documents.  The Standard Drafting Team has revised three documents to
implement this change.  As guidance, please also view the Background and
Position papers that appear along with the revised documents.  To post
comments regarding this change, you must be registered on the site.  If
you are not currently registered on the tracking site, please follow the
registration instructions on the site.  The comment period will open
November 1, 2008, at which time all registered site users will be
allowed to begin commenting.  The comment period will close on November
30, 2008.

ADDITIONAL INFORMATION:  The Standard Drafting Team will respond to
comments during the month of December, and will present their revised
standard process based on public comment at the January 2009 meeting of
the Reliability Standards Committee.
