SHORT DESCRIPTION:  Intermittent access of MOS MUI links through TML on
November 9, 2008

INTENDED AUDIENCE:  All Market Participants

DAY AFFECTED:  November 9, 2008

LONG DESCRIPTION:  A performance degradation and outage occurred on
Texas Market Link (TML) servers which prevented some users from linking
to the Market Operating System (MOS) Market User Interface (MUI) web
pages from approximately 8:15 AM to 11:28 AM on November 9, 2008.  The
MOS MUI links on TML included QSE Schedule and Bids, and Market
information.

The performance degradation occurred during a temporary web server
failover, where some users experienced intermittent errors when
accessing the MOS market links.  Example error messages included "system
not responding," "page cannot be displayed," and "page under
construction."  The root cause is under investigation.  An outage on the
TML servers also occurred from 10:57 AM to 11:10 AM due to network
issues resulting from the planned maintenance window.
