NOTICE TYPE: M-B041323-01 Operations

SHORT DESCRIPTION: Updates on ECRS Market Readiness including Qualification and Market Operations Test Environment (MOTE)

INTENDED AUDIENCE: All Market Participants

DAYS AFFECTED: April 19, 2023 - June 6, 2023

LONG DESCRIPTION: In preparation for the June 8, 2023 implementation of ERCOT Contingency Reserve Service (ECRS), ERCOT will be deploying system changes into the Market Operations Test Environment (MOTE) on April 19, 2023 starting at 14:00. MOTE will be available for Market Participants to test starting April 20, 2023.

As communicated at the March 21, 2023 Technical Advisory Committee (TAC) meeting and in more detail at the April 3, 2023 ECRS Readiness Workshop<https://www.ercot.com/calendar/04032023-ECRS-Market-Readiness-and>, ERCOT is coordinating the following activities to ensure a successful transition to ECRS Go-Live:

  1.  Provisional ECRS qualification requests are due back to ERCOT by Friday, April 14, 2023 (see April 3, 2023 Market Notice<https://www.ercot.com/services/comm/mkt_notices/M-A040323-01>).
  2.  MOTE will be available for testing on Thursday, April 20, 2023.
  3.  Weekly Market Readiness meetings will begin every Tuesday at 10:00 am, from April 25 through June 6, 2023.
  4.  ERCOT will internally be scheduling and tracking Qualified Scheduling Entity (QSE) provisional qualification activities, including submissions of Ancillary Service (AS) Offers and Current Operating Plans (COP) into MOTE.

MOTE QSE Readiness will also be tracked in public scorecards and reported to TAC on a weekly basis starting May 9, 2023 for QSEs that historically submit the following transactions:

  1.  AS Offer submissions will be scored on ability to submit a single AS Offer into MOTE.
  2.  COP submissions will be scored on ability to submit a single COP into MOTE.
  3.  AS Self-Arrangement submissions will be scored on ability to submit an AS Self- Arrangement into MOTE.

Note that ERCOT has developed and incorporated the ECRS deployment procedure into the updated AS Methodology documentation on the ERCOT website<https://www.ercot.com/mktinfo/dam> (ercot.com | Market Information | Day-Ahead Market | Methodology for Determining Minimum Ancillary Service Requirements).

ACTION REQUIRED: Provisional qualification submissions are due April 14, 2023.  QSEs that manage Resources are encouraged to participate in weekly ECRS Market Readiness calls and MOTE submission activities from April 20 – June 6, 2023.
