SHORT DESCRIPTION: Implementation of PRR763 (Use of WGRPP as Planned
Operating Level in Day-Ahead Resource Plan for WGRs).

INTENDED AUDIENCE:  QSE Operations and Wind Resource Entity Personnel

DAY AFFECTED:  Operating Day July 1, 2008

LONG DESCRIPTION:   In accordance with Protocol Revision Request (PRR)
763, Use of WGRPP as Planned Operating Level in Day-Ahead Resource Plan
for WGRs, ERCOT will implement the use of Wind-powered Generation
Production Potential (WGRPP) as the planned operating level in Resource
Plans for Wind-powered Generation Resources (WGRs) starting with
Operating Day July 1, 2008.  ERCOT will use a forecasting service to
provide WGRPP forecast to each QSE representing WGRs via email on an
hourly basis.  Each forecast covers a rolling 48-hour period. 

ACTION REQUIRED:  Starting with the June 30, 2008 Day-Ahead activities
for Operating Day July 1, 2008, QSEs are to use the most current WGRPP
forecast for use in Resource Plans submittals prior to Day-Ahead RPRS
market for July 1, 2008 Operating Day.  Starting at 1800 hours and
thereafter, QSEs are to update Resource Plans on an hourly basis for
July 1, 2008 Operating Day using WGRPP forecasts.

DAY-AHEAD:  QSEs representing WGRs are to use the WGRPP forecast to
apply as the planned operating level in the Day-Ahead Resource Plan
submitted as input into the Day-Ahead RPRS procurement study.  QSEs are
to use the WGRPP forecast closest to the time the QSE submits the
Resource Plan before 1600 hours. 

HOUR-AHEAD:  If ERCOT needs to procure additional Replacement Reserve
Service in the Adjustment Period pursuant to Section 6.6.3.2.1, then
QSEs will update the forecasted WGRPP for the Operating Hour that energy
from the RPRS units is required with the latest emailed forecast.  QSEs
are to use the most current WGRPP forecast  to update their WGR Resource
Plans hourly.  If Hour-Ahead RPRS is implemented, it will use the
Resource Plan at RPRS execution. 

QSEs representing WGRs need to confirm with ERCOT the email address they
wish to use to receive the hourly WGRPP forecast.  QSEs are asked to
send preferred email address to their ERCOT Account Manager or to
[log in to unmask] <blocked::mailto:[log in to unmask]>
by Noon on June 26, 2008.  The forecasting service provider will begin
sending WGRPP forecast emails upon installation of email address into an
automated email system.

ADDITIONAL INFORMATION:  An Operations Bulletin will be distributed with
a Notice and posted on ERCOT.com.  The bulletin will provide more detail
including transitioning new WGRs into this procedure.

ERCOT will implement posting of aggregate WGRPP forecasts to ERCOT.com
as soon as possible.  A Notice will be issued to affected Market
Participants when this posting begins.

A teleconference is scheduled for 10:00 AM CPT on June 30, 2008 for QSEs
and Resource Entities to ask questions prior to commencing with the
first RPRS procurement study at 1600 for the July 1, 2008 Operating Day.
