SHORT DESCRIPTION:  RARF change to align with current protocol

INTENDED AUDIENCE:  Resource Entities

DAY AFFECTED:  December 9, 2010
LONG DESCRIPTION:  The Resource Asset Registration Form (RARF) and the RARF Glossary were updated to conform to current protocol. The definitions of several Resource Parameters were changed that may be cause for some Resource Entities (RE) to review the data submitted for their Resources.  The impacted Resource Parameters are:

(j)         Hot start time - The time, in hours, from the ERCOT notice to LSL, for a Resource in its hot-temperature state;

(k)        Intermediate start time - The time interval, in hours, from the ERCOT notice to LSL, for a Resource in its intermediate temperature state; and

(l)         Cold start time - The time interval, in hours, from the ERCOT notice to LSL, for a Resource in its cold-temperature state.

The previous definitions of these parameters defined the start time as the amount of time required to reach breaker close after receiving notice from ERCOT.

ADDITIONAL INFORMATION: If Resources need to change any of these values, the Qualified Scheduling Entity (QSE) can update these Resource Parameters using the Market Manager application. These values will override the RARF-submitted values until the Market Manager submission is cancelled.
