SHORT DESCRIPTION:  ERCOT MOTE will be open for testing of changes to Current Operating Plan (COP) Submission related to NPRR272

INTENDED AUDIENCE: QSEs with Resources

DAY AFFECTED:  February 14, 2017

LONG DESCRIPTION:  ERCOT will implement changes associated with Nodal Protocol Revision Request (NPRR) 272, Definition and Participation of Quick Start Generation Resources, during the release period of March 7 - 9, 2017.

As part of the requirements of NPRR272, the QSE for a Quick Start Generation Resource (QSGR) that is available for deployment by SCED shall set the COP Resource Status to OFFQS, and the COP Low Sustained Limit (LSL) and COP HSL values to the expected sustainable LSL and HSL for the QSGR for the hour. If the QSGR is providing Non-Spinning Reserve (Non-Spin) service, then the Ancillary Service Resource Responsibility for Non-Spin shall be set to the Resource's QSE-assigned Non-Spin responsibility in the COP.

In preparation for this implementation, the ERCOT Market Operations Test Environment (MOTE) will be available for Market Participant testing on February 14, 2017.  The testing of submission of the new COP Resource Status OFFQS for QSGR will be performed on an informal and unstructured basis. The Market Management System (MMS) will apply the following validation rules to validate the COP submission with the OFFQS status:

********* The Resource shall not have greater than zero Regulation or RRS responsibility for the same hour in the COP
