SHORT DESCRIPTION:  Integration of wind plant availability in the AWS wind forecast
INTENDED AUDIENCE:  Resource Entities and QSEs with Wind-powered Generation Resources
DAY AFFECTED:  August 19, 2009
LONG DESCRIPTION:  In order to improve the wind forecast in the zonal system, AWS and ERCOT have established the ERCOT Wind Plant Availability Website. Starting at 10:00 AM on August 19, 2009, AWS will be incorporating the wind plant's availability information into the forecast for participating Wind-powered Generation Resources (WGRs). If a WGR's availability data is not provided by their Qualified Scheduling Entity (QSE), AWS will assume full availability as it has been doing thus far.
ACTION REQUIRED:  QSEs representing WGRs should ensure that they have received the correct login information for the ERCOT Wind Plant Availability Website and should be familiar with the provided User Guide.
ADDITIONAL INFORMATION:  When moving to the nodal system, the QSE/RE will be required to report wind plant availability (planned outages, maintenance and forced outages) in the ERCOT outage scheduler according to section 3.1.2, 3.1.4.5, and 3.1.4.8 of the Nodal Protocols. AWS and ERCOT have established the Wind Plant Availability Website in order to improve the current Zonal wind forecast. At this time, participation is on a voluntary basis unless or until the Zonal Protocols are amended to require participation. Although entry of WGR availability is voluntary, AWS and ERCOT strongly encourage QSE participation in order to achieve optimal wind forecasting. All QSEs with WGRs have been contacted by ERCOT Client Services and provided individual ERCOT Wind Plant Availability Web Site login information as well as a User Guide.
For QSEs representing WGRs which are Jointly Owned Units (JOUs), it is not anticipated that the wind plant availability information will be incorporated into the AWS provided forecast for those Resources on the August 19th date. This applies to all WGRs which have a "_J0x" suffix as part of the Resource name. Once the concerns with these Resources are resolved, additional information will be sent.
