SHORT DESCRIPTION:  New Panhandle Generic Transmission Constraint

INTENDED AUDIENCE:  ERCOT Market Participants

LONG DESCRIPTION:  ERCOT is implementing a new Generic Transmission Constraint (GTC) for the Texas Panhandle region.  This GTC has been created to address voltage stability concerns in the Panhandle that currently occur during transmission outages in the region.  This GTC will also be used in the future to manage system strength issues in the Panhandle region if those system strength issues are more restrictive than the voltage stability limits.

The Panhandle GTC is an interface constraint which includes the following 345 kV lines:
Tesla - Riley
Tesla - Jim Treece
Tesla - Edith Clarke # 1
Tesla - Edith Clarke # 2
Cottonwood - Edith Clarke # 1
Cottonwood - Edith Clarke # 2
Cottonwood - Dermott Switch # 1
Cottonwood - Dermott Switch # 2

The Generic Transmission Limit (GTL) associated with this GTC will be calculated based on the sum of the flows on these lines.  This GTC is effective today, July 31, 2015, due recent study completion associated with current transmission outages.  Additional details associated with this study and the GTC can be found on the ERCOT MIS Secure Area in the "Generic Transmission Constraints" portlet. A Digital Certificate is required to access the MIS.
