SHORT DESCRIPTION:  Potential Need for a Lobo – North Edinburgh Generic Transmission Constraint
INTENDED AUDIENCE:  ERCOT Market Participants
DAY AFFECTED:  October 5, 2016
LONG DESCRIPTION:  On April 15, 2016, ERCOT issued Market Notice W-A041516-01 indicating the potential need for a Generic Transmission Constraint (GTC) near the Lobo – North Edinburgh 345 kV line.  ERCOT indicated that the potential GTC would be established to address instability issues with existing and planned Generation Resources in the area.  ERCOT has completed this assessment and has determined that a GTC is needed to manage local voltage stability and low short circuit current issues in the area.
The purpose of this notice is to provide contemporaneous notification to all ERCOT Market Participants of the need for the GTC.  ERCOT will begin enforcing limits for this GTC—which will be called the “Pomelo GTC”—on October 5, 2016.
It is important to note that additional assessments about the stability of this area are still under study.  This GTC and its parameters may change as those additional assessments are completed and reviewed.  In the event changes are needed, ERCOT will notify the market as appropriate.
Details associated with the Pomelo GTC and all other existing GTCs can be found on the ERCOT MIS Secure Area in the “Generic Transmission Constraints” portlet.  A Digital Certificate is required to access the MIS Secure Area.

SHORT DESCRIPTION:  Potential Need for a Lobo – North Edinburgh Generic Transmission Constraint
INTENDED AUDIENCE:  ERCOT Market Participants
DAY AFFECTED:  Expected October 2016
LONG DESCRIPTION:  A Full Interconnection Study (FIS) completed by AEP Texas Central Company for a proposed Generating Resource indicates that ERCOT may need to create a Generic Transmission Constraint (GTC) near the Lobo – North Edinburgh 345 kV line after this line is commissioned and the proposed Generation Resource is synchronized.  The potential GTC would be established to address instability issues with existing and planned Generation Resources in the area.
The purpose of this notice is to provide notification to all ERCOT Market Participants about the potential need for the new GTC.  No details associated with this potential GTC are available at this time as ERCOT has not completed its own study which would include the determination of how the potential GTC would be defined.  In the event a GTC is defined, ERCOT will provide that information on the MIS Secure Area.
Details associated with all existing GTCs can be found on the ERCOT Market Information System (MIS) Secure Area in the “Generic Transmission Constraints” portlet.  A Digital Certificate is required to access the MIS Secure Area.
