SHORT DESCRIPTION:  ERCOT is directing ONCOR to restore the normal equipment status for the Waco West to Temple Elm Creek line
INTENDED AUDIENCE:  All Market Participants
DAY AFFECTED:  8:00 AM Tuesday, September 1, 2009
LONG DESCRIPTION:  ERCOT had previously requested that ONCOR open the 138 kV line from Waco West to Temple Elm Creek at Cotton Belt. This equipment status change, which took place at 5:10 PM on Monday, June 29, 2009, was for the Waco area in response to system reliability needs in managing the North to South Commercially Significant Constraint (CSC) transfer in conjunction with capacity issues in the South. ERCOT has studied the revised configuration each week since the change was made and has determined the open lines can be placed back in their normal configuration. The 69 kV lines from Waco West to McGregor TU and from Waco West to Temple will no longer be radial and will be returned to normal. The Waco West to Temple Elm Creek line will be reclosed at Cotton Belt. This will occur on September 1, 2009.
ADDITIONAL INFORMATION:  ERCOT will be recommending the Waco West to Waco Atco segment of the Waco West to Temple Elm Creek 138 kV line be added as a Closely Related Element (CRE) at the next TAC meeting. The Waco West to Waco Atco segment has shown up several times this year during real-time operations and is on the same line as the existing CREs Waco Atco - Cottonwood and Waco Woodway - Waco Atco. Real-time operations experience in resolving congestion on the Waco West to Waco Atco line segment has demonstrated that zonal methods are more effective than local methods. ERCOT has also identified that there is telemetry for this segment and will be able to add this flow data to the real-time CRE flows posting.
