SHORT DESCRIPTION:  Proposal to model Special Protection System at Javelina Wind Energy Project

LONG DESCRIPTION:  ERCOT has received a proposal from Nextera Energy Power Marketing LLC (Nextera) to model a generator control algorithm implemented in the wind turbines at Javelina Wind Energy Project (Javelina) as a Special Protection System (SPS). The Javelina SPS is designed to mitigate potential control instabilities that may occur in the region under various system conditions.



In accordance with the guidance outlined in Nodal Operating Guide 11.2(3)(b)<http://www.ercot.com/mktrules/guides/noperating/cur>, the Javelina SPS generator control algorithm has been in-service since January 11, 2016. This SPS is expected to be retired when the Javelina Wind Energy Project Point of Interconnection (POI) changes to 345 kV (via Lobo - Zapata 345 kV line) from its current 138 kV POI.


The proposal to model the Javelina SPS is being reviewed by ERCOT. Comments on the proposal are due by March 15, 2016 and should be submitted to [log in to unmask]<mailto:[log in to unmask]>  using the attached comment form.  Any questions or concerns submitted by this date will be addressed by ERCOT, Nextera and/or the interconnecting Transmission Operator.
ACTION REQUIRED:  Any comments to this proposal are due to ERCOT by March 15, 2016, using the attached form.
