SHORT DESCRIPTION:  Clarification on 30-minute Non-Spinning Reserve Service (NSRS) requirements

INTENDED AUDIENCE:  QSEs and Resource Entities

DAY AFFECTED:  October 26, 2009

LONG DESCRIPTION:  Resources that are providing 30-Minute Non-Spinning Reserve Service (30MNSRS) that receive a deployment from ERCOT systems will provide notification to ERCOT of their availability and level of deployment via their Resource Plan. If the Resource is not indicated as "On-line" and "available" in their Resource Plan during the 30MNSRS deployment, then the Qualified Scheduling Entity (QSE) may not have enough Resources shown available in the Resource Plan to meet their schedules plus deployments plus Un-deployed Balancing Energy Service (UBES) offers. Therefore, the amount of UBES available for deployment will be limited.
