SHORT DESCRIPTION:  Implementation update for NPRR343 and NPRR290
INTENDED AUDIENCE:  ERCOT Market Participants
DAY AFFECTED:  December 9, 2011

LONG DESCRIPTION:  On December 9, 2011, ERCOT will implement the remainder of Nodal Protocol Revision Request (NPRR) 343, CRR Bid and PTP Obligation Bid Criteria Change, which was approved by the ERCOT Board on April 19, 2011. This language clarifies that ERCOT will:

*         post the current list of Electrically Similar Settlement Points produced from the 06:00 Day-Ahead Market (DAM) study that support the creation of Power System Simulator for Engineering (PSS/E) files;

*         post the list used in the DAM along with the DAM results; and

*         automatically not award PTP Obligation bids between Electrically Similar Settlement Points.

This implementation will unbox the grey-boxed language in Protocol Section 4.2.3, Posting Secure Forecasted ERCOT System Conditions, Section 4.4.6.2, PTP Obligation Bid Validation, and Section 4.5.3, Communicating DAM Results.

ERCOT has already implemented portions of NPRR343 as described below (see Notices M-A042911-01 and M-A042911-02 for further details).

*         ERCOT posted the first file of Electrically Similar Settlement Points on April 29, 2011.

*         On May 1, 2011, the DAM Operator began manually removing the Point-to-Point (PTP) Obligation bids that source and sink from the same electrically similar group of Settlement Points before running the DAM.

*         On October 26, 2011, ERCOT began posting the "DAM De-Energized Settlement Points in Base Case" report.

NPRR290, ERCOT Publication of DAM PSS/E Files, which was approved by the ERCOT Board on April 19, 2011, is associated with NPRR343. On October 26, 2011, ERCOT unboxed NPRR290 grey-boxed language in paragraphs (a) and (b) of Protocol Section 4.2.3, Posting Secure Forecasted ERCOT System Conditions, which clarified the posting requirements for the Redacted Network Operations Model, the Network Operations Model (unredacted) and the differences between the posted Redacted Network Operations Model and the previous posting.

On December 9, 2011, ERCOT will implement the remainder of NPRR290. This language relates to publishing data files in PSS/E format for easy review by all Market Participants with standard power flow tools. This implementation will unbox the grey-boxed language in Protocol Section 4.2.3, Posting Secure Forecasted ERCOT System Conditions.

In summary, on December 9, 2011, ERCOT will unbox the remaining grey-boxed language associated with both NPRR290 and NPRR343.

ADDITIONAL INFORMATION:  The DAM Electrically Similar Settlement Points file is posted on the ERCOT Market Information System (MIS) Secure Area under the Day-Ahead Market page in the "DAM Supporting Information" portlet. The "DAM De-Energized Settlement Points in Base Case" report is posted on the MIS Secure Area under the Day-Ahead Market page in the "Day-Ahead Market Results" portlet. An ERCOT digital certificate is required to access the MIS Secure Area.
Pursuant to Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
