SHORT DESCRIPTION:  Additional Operational and Protocol language implementation details for NPRR416, Creation of the RUC Resource Buyback Provision
INTENDED AUDIENCE:  QSEs with Resources

LONG DESCRIPTION:  On September 26, 2013, ERCOT will implement Nodal Protocol Revision Request (NPRR) 416, Creation of the RUC Resource Buyback Provision (formerly "Removal of the RUC Clawback Charge for Resources Other than RMR Units"), which was approved by the ERCOT Board on July 17, 2012.
This NPRR adds a buy-back provision for Resources committed by ERCOT's Reliability Unit Commitment (RUC) process that allows all RUC Clawback Charges associated with the RUC commitment to be waived and RUC Make-Whole Payments to be forfeited.
An additional Resource Status, ONOPTOUT, is being created as part of the implementation of this NPRR. The updated EIP External Interfaces Specification document and External Web Services XSD have been posted at http://www.ercot.com/services/mdt/xsds/.  The NPRR changes will be deployed into ERCOT Market Operations Testing Environment (MOTE) on 09/20/2013. Each Qualified Scheduling Entity (QSE) that represents a Resource that is not a Reliability Must-Run (RMR) Unit is required to submit a Current Operating Plan (COP) with new Resource Status ONOPTOUT for the RUC hours that are designated by the QSE as RUC Buy-Back Hours. This new Resource Status is also required in Real-Time Dispatch over Inter-Control Center Communications Protocol (ICCP).  During RUC hours that are designated by the QSE as RUC Buy-Back Hours, the Real-Time Resource Status must telemeter ONOPTOUT with Resource Status Code 18.  This new Resource Status will be updated in the next version of the ERCOT Nodal ICCP Communications Handbook through the stakeholder process as an additional status acronym for status code 18, Table 15. As part of the approved NPRR, Section 5.7.6, RUC Decommitment Charge, appears to have been inadvertently deleted.  If ERCOT were to implement NPRR416 as approved, the payment required by Section 5.7.3, Payment When ERCOT Decommits a QSE-Committed Resource, would continue, but ERCOT would not be able to collect RUC Decommitment charges needed to fund the payment.  ERCOT believes this result is illogical and cannot be implemented as the NPRR would otherwise appear to require.
ERCOT will therefore refrain from implementing the deletion of Section 5.7.6, RUC Decommitment Charge, which will continue to be grey-boxed.  ERCOT will introduce a new NPRR to correct this error.  ERCOT will also notify the Public Utility Commission of this determination when it provides notice of implementation of NPRR416.  All of the RUC Resource buy-back functionality will be implemented on September 26, 2013.
ADDITIONAL INFORMATION:  Pursuant to Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
