SHORT DESCRIPTION:  ERCOT support for SCED Look-Ahead Step 1 - implementation of NPRR351

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  June 28, 2012

LONG DESCRIPTION:  On June 28, 2012, ERCOT will implement Nodal Protocol Revision Request (NPRR) 351, SCED Look-Ahead Step 1: Pricing: Calculate Non-Binding Prices and Base Points for Initial Research into SCED Look-Ahead and allow Consumers to have a Forward Price Projection (formerly "Calculate and Post Projected Non-Binding LMPs for the Next 15 Minutes"), which was approved by the ERCOT Board on December 12, 2011. NPRR351 will allow ERCOT to calculate future indicative non-binding prices and base points for at least 15 minutes into the future.

NPRR351 requires the following new postings on the Market Information System (MIS):

*The reports will be posted in xml and csv formats as zip files with the naming convention shown above where the first timestamp indicates the posting time and the second timestamp is the RTD Timestamp.

Even though these postings will contain indicative "projected prices" and "non-binding Base Points", ERCOT will implement data delivery monitoring tools and on-call support to comply with paragraph (6) of Protocol Section 6.5.7.3, Security Constrained Economic Dispatch, which requires ERCOT shall calculate at a frequency of every five minutes. Additional support details follow:

*         Data postings missed due to model load or system outages

*         Will not be backfilled and/or re-posted as is done for production SCED results



*         Data delivery format

*         All data posted as CSV and XML files on MIS Public and Certified Areas as appropriate

*         GetReports WebService can be used to download the CSV/XML files



*         Data delivery that is not supported

*         Dedicated WebService query for price data

*         SCADA delivery (no ICCP for Base Points and prices)

*         Graphical or tabular representation of prices (no dashboards)

*         No price correction files will be posted if errors occur

All calculations for future intervals are estimates only and are subject to alterations based on changes in estimated load, topology, offers, and other differences as the Real-Time binding SCED interval approaches. Decisions made by Market Participants based on the indicative prices are at their own discretion and risk. ERCOT staff will use best-efforts to respond to market questions during Business Hours regarding the indicative Base Points and prices.
