SHORT DESCRIPTION:  Implementation details of SCR768

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  February 14, 2013

LONG DESCRIPTION:  On February 14, 2013, ERCOT will implement System Change Request (SCR) 768, Automatic Non-Spin Redeployment and Deployment Based on Resource Availability, which was approved by the ERCOT Board on April 17, 2012. SCR768 redesigns the automatic selection and deployment of Non-Spin Resources to ensure that:

*         Resources are only deployed during hours in which they have a Non-Spin responsibility, and

*         Redeployment instructions result in continuous deployment of Non-Spin.

The Non-Spin deployment/recall message format will not change. However, it will now be possible for deployment/recall messages to have start times in the future, at the start of the next hour. Resources receiving deployment messages with start times equal to the current time should start and synchronize to the ERCOT grid within 25 minutes, as is current practice. Resources receiving deployment messages with future start times should begin providing Non-Spin service at the specified start time, which may require Resources to begin their start-up process as soon as the message is received. Resources receiving recall messages with future start/end times should not stop providing Non-Spin service until that start/end time.
