INTENDED AUDIENCE: ERCOT Market Participants

LONG DESCRIPTION: On October 25, 2018, Nodal Protocol Revision Request (NPRR) 864, RUC Modifications to Consider Market-Based Solutions, will be implemented. This NPRR modifies the Reliability Unit Commitment (RUC) engine to use scaled down commitment costs (Startup Cost and minimum energy cost) for available Off-Line Resources that have a cold start time of one hour or less.
