SHORT DESCRIPTION:  Implementation of NPRR278, Emergency Interruptible Load Service (EILS) Modifications to Correct Self-Provision Settlement Equations, to Accommodate Advanced Metering Infrastructure, and other Clarifications, and additional Nodal Protocol sections related to EILS.

LONG DESCRIPTION:  The ERCOT Board of Directors approved NPRR278, Emergency Interruptible Load Service (EILS) Modifications to Correct Self-Provision Settlement Equations, to Accommodate Advanced Metering Infrastructure, and other Clarifications, on November 16, 2010.  NPRR278 and additional Nodal Protocol sections related to EILS were grey-boxed in the December 1, 2010 Nodal Protocols.  The NPRR and EILS sections have a designated effective date of February 1, 2011, correlating to the beginning of the February-May 2011 EILS Contract Period.  Accordingly, ERCOT will un-box the following Nodal Protocol Sections effective February 1, 2011:

3.14.3, Emergency Interruptible Load Service (EILS)

6.6.11.1, EILS Capacity Payments

6.6.11.2, EILS Capacity Charge

8.1.3.1, Performance Criteria for EILS Loads

8.1.3.2, Testing of EILS Loads

8.1.3.3, Suspension of Qualification of EILS Loads and/or their QSEs

8.1.3.3.1, Performance Criteria for EILS QSEs
9.14.5, Settlement of Emergency Interruptible Load Service (EILS)
