SHORT DESCRIPTION:  Clarification of MPIM role needed to access the
NDCRC web application.

INTENDED AUDIENCE:  QSEs

DAY AFFECTED:  September 1, 2008

LONG DESCRIPTION:  The Net Dependable Capability and Reactive Capability
(NDCRC) application will be available through the Texas Market Link
(TML) beginning September 1, 2008 for Market Participants.  This
application is a web interface that allows Qualified Scheduling Entities
(QSEs) with Generation Resources to submit the ERCOT-required seasonal
High Sustainable Limit (HSL), biennial unit tests, and results of the
unannounced tests online. The application also provides mechanisms that
will allow Market Participants to enter and submit test data, reactive
capability curves (D curves) and D curve data points.  The criteria for
submitting unit tests remains unchanged; only the process for submitting
the test is different.

To access the application through TML, users must use the Resource
Entity Digital Certificate with the P1_GEN_OUTAGE participant role that
was issued by the Resource Entity.  If you do not see the NDCRC link in
your list of TML Portal Resources, please contact the Resource Entities'
User System Administrator (USA). 

The NDCRC Application provides summary screens for each type of test,
where QSEs can track the status of the latest submitted test for the
current season. 

ERCOT requires that affected Market Participants gain access to the
application and ERCOT encourages you to become familiar with the
application prior to it becoming mandatory.  

ADDITIONAL INFORMATION:  Effective December 1, 2008, use of the NDCRC
application is mandatory for submitting seasonal, biennial unit tests
and results of unannounced tests.  Paper copies will not be accepted
after December 1, 2008.
