SHORT DESCRIPTION:  RTM Settlement Point Prices for DC_N under investigation
INTENDED AUDIENCE:  QSE and CRRAH settlement personnel
DAY AFFECTED:  Operating Day November 24, 2011
LONG DESCRIPTION:  Pursuant to Protocol Section 6.3(4), ERCOT has determined that the Real-Time Settlement Point Prices of Settlement Point DC_N on Operating Day November 24, 2011, for Settlement Intervals 74 (18:15:11) to 95 (23:25:10) are in need of correction due to a software or data error. The Settlement Point DC_N (Electrical Bus DCTM_L_A) was de-energized due to zero export on the North DC Tie. The other two Electrical Buses to which DCTM_L_A was mapped in the current heuristic rules were de-energized (one in base case and the other under contingency) as well, due to Outages at Oklaunion. Consequently, the insufficient de-energized Electrical Bus heuristic rules caused DCTM_L_A to have a Settlement Point Price that was very different from other electrically similar buses (DCTM_R_A, DCTM_V_A and OKLA_OKLA_G1), which significantly affected the price of DCTM_L_A.
ERCOT will continue to investigate this proposed price correction and have a preliminary discussion of the issue at the upcoming ERCOT Board meeting on January 17, 2012.
