NOTICE TYPE:  M-A061617-04 Operations

SHORT DESCRIPTION:  Rollback of pre-publishing feature for part of NPRR827 implementation

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  September 14, 2017

LONG DESCRIPTION:  The change to allow ERCOT to zero out multi-hour blocked bids prior to awards being published to Qualified Scheduling Entities (QSEs), for those cleared PTP Obligation bid awards meeting the Protocol criteria, is being removed. The updated procedure caused unacceptably long wait times for PTP Obligation bid award publishing. The multi-hour blocked bid awards will continue to be removed prior to being transferred to Settlements, so for these awards there will be a mismatch between reports and Settlements. No future updates to this procedure are expected at this time. This process will eventually be superseded with the implementation of Nodal Protocol Revision Request (NPRR) 833<http://www.ercot.com/mktrules/issues/NPRR833>, Modify PTP Obligation Bid Clearing Change, in 2018.

SHORT DESCRIPTION:  Additional Implementation Details of NPRR827

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  September 14, 2017

LONG DESCRIPTION:  ERCOT has been able to establish a more robust procedure for implementing NPRR827 as it pertains to multi-hour block PTP Obligation bids. For cleared PTP Obligation bids awards meeting the Protocol criteria, multi-hour blocked bids will now be zeroed out prior to awards being published to Qualified Scheduling Entities (QSEs).

SHORT DESCRIPTION:  Additional Implementation Details of NPRR827

LONG DESCRIPTION:  Due to unforeseen issues with implementing the manual procedure for NPRR827, cleared PTP Obligation bids awards meeting the Protocol criteria that are multi-hour blocked will not be zeroed out prior to awards being published to Qualified Scheduling Entities (QSEs). They will be removed prior to being transferred to Settlements. For such time-blocked PTP bid awards, there will be a mismatch between reports and Settlements. If ERCOT is able to establish a more robust procedure, a follow up Market Notice will be sent.

NOTICE TYPE:  M-A061617-01 NPRR

SHORT DESCRIPTION:  Implementation Details of NPRR827

INTENDED AUDIENCE:  ERCOT Market Participants

DAY AFFECTED:  June 29, 2017

LONG DESCRIPTION:  ERCOT will be implementing Nodal Protocol Revision Request (NPRR) 827, Disallow PTP Obligation Bid Award where Clearing Price exceeds Bid Price by $0.25/MW per hour, with an effective date of June 29, 2017.

This NPRR disallows ERCOT from settling PTP Obligation bids where the corresponding DAM settlement point price difference is greater than the PTP Obligation bid price plus $0.25/MW per hour. The implementation of this NPRR involves removing cleared PTP Obligation bid awards that meet the protocol criteria prior to being transferred to Settlements and published to QSEs. Please note that the original cleared PTP Obligation bid MW awards will be shown on the 60 Day DAM Disclosure Reports (NP3-966-ER).

ADDITIONAL INFORMATION:  Pursuant to Nodal Protocol Section 21.6, Nodal Protocol Revision Implementation, ERCOT is required to provide notice as soon as practicable, but no later than ten days prior to implementation.
