SHORT DESCRIPTION:  Settlement implementation details for NPRR437

LONG DESCRIPTION:  ERCOT is implementing settlement changes for Nodal Protocol Revision Request (NPRR) 437, Allow Aggregation of Multiple Generators into a Single Resource for Market and Engineering Modeling. These changes have a planned production migration date of June 25 - 27, 2012, and will take effect on the first Operating Day in which an Aggregate Generation Resource (AGR) is modeled in the ERCOT systems.
ACTION REQUIRED:  Implement changes to shadow settlement systems in compliance with NPRR437.
ADDITIONAL INFORMATION:  Settlement impacts include changes to the determination of startup cost for the following Charge Types:

*         Day-Ahead Make Whole Amount (DAMWAMT) in the Day-Ahead Guaranteed Cost (DAMGCOST) intermediate calculation.

*         RUC Make Whole Amount (RUCMWAMT) in the RUC Guarantee (RUCG) intermediate calculation.

*         RUC Clawback Charge (RUCCBAMT) in the RUC Guarantee (RUCG) intermediate calculation.
The startup amount calculated for an eligible AGR will be scaled according to the ratio of the maximum number of its generators On-Line during a contiguous block of committed hours, as indicated by telemetry, compared to the total number of generators registered to the AGR.
