NOTICE DATE: April 19, 2011
NOTICE TYPE: W-A041911-02 Settlements
SHORT DESCRIPTION: Election to use the expected minimum On-Line time for QSGRs - Revised election form
INTENDED AUDIENCE: QSEs, REs
DAY AFFECTED: June 1, 2011
LONG DESCRIPTION: Pursuant to ERCOT Protocol Section 4.4.9.4.1, Mitigated Offer Cap, ERCOT will apply a minimum On-Line time value in determining the incremental costs for the variable O&M component of calculated mitigated offer cap for Quick Start Generation Resources (QSGRs). The expected minimum On-Line time applied in determining the variable O&M term is equal to the registered minimum On-Line time value, as submitted on the Resource Asset Registration Form (RARF), unless the Resource Entity (RE) or Qualified Scheduling Entity (QSE) representing the QSGR has notified ERCOT that the expected minimum On-Line time should be different than the registered value.
By completing and submitting the attached election form, the Qualified Scheduling Entity (QSE) or the Resource Entity (RE) acknowledges that the expected minimum On-Line time is different than the registered value.
ACTION REQUIRED: REs or QSEs representing QSGRs that want to elect to use a minimum On-Line time that is different than the registered minimum On-Line time must complete and submit the attached election form.
For seasonal changes to be effective, ERCOT must receive the completed election form at least fifteen (15) days prior to the start of the elected season. The first available season for which to elect a change is Summer 2011, which starts on June 1, 2011.
ADDITIONAL INFORMATION: More details are provided in the attached white paper titled "Proposal for Determining Mitigated Cap Variable O&M Cost for Quick Start Generation Resources."
