SHORT DESCRIPTION:  All Congestion, including Zonal Congestion, will be
managed by Local Congestion management techniques during the System-wide
2-Hour LFC Test

INTENDED AUDIENCE:  All Market Participants

DAY AFFECTED:  June 25, 26 and 27, 2008

LONG DESCRIPTION:  Local Congestion management techniques will be used
to manage all Congestion, including Zonal Congestion, on the day of the
System-wide 2-Hour LFC Test.   ERCOT will alter the handling of system
constraints in Zonal beginning two hours before the start of the
System-wide 2-Hour LFC Test continuing until one hour beyond the end of
the test, For example, if the 2 Hour test were to run from 9:00 AM to
11:00 AM, Local Congestion management techniques would be used beginning
at 7:00 AM through 12:00 PM.  

ACTION REQUIRED:  Please advise operators and other personnel performing
Zonal market activities of the change.  A notice will be sent each day
(June 25, 26 and 27) to inform the market if a test will or will not
take place that day.  The notice will be sent 3 hours prior to the start
of the test.
