PGDTF,

Please review the attached version of the draft Procedure Manual with ERCOT, AEP, CenterPoint and Oncor comments included.  We will use this version as the starting point for our review tomorrow.  Language has been added to address concerns expressed about modeling the entire ERCOT transmission system.
