PGDTF members,

Attached is a report on the 1989 Hydro-Quebec blackout during a GMD event.  Page #43 has a discussion of protection system response to the GMD event.  My understanding is relays tripped out capacitors and SVCs because the overcurrent settings were exceeded.  This report could help us develop the events to be considered in the Vulnerability Assessment.
