PGDTF members,

Attached is the final draft Planning Geomagnetic Disturbance (GMD) System Steady State Voltage Performance Criteria as discussed at the March 9th, 2018 PGDTF meeting.

Please keep in mind the following:

*         Per the NERC TPL-007-1 implementation plan, R3 becomes effective January 1, 2022 which is the same enforcement date as the GMD Vulnerability Assessment (R4).

*         This final draft language is not based on the results of a GMD Vulnerability Assessment conducted in the ERCOT region.  This criteria may be revised once these results are available.

*         Per NERC TPL-007-1 R7, Corrective Action Plans (including the installation of new transmission elements) are required when performance criteria (Table 1 of the standard) is not met.  The PGDTF R3 criteria supports the performance criteria in Table 1 (i.e. preventing voltage collapse/cascading, minimizing likelihood of load loss, etc.)
